The Collaboration Council anticipates issuing several solicitations in June and July to identify contractors to deliver services beginning early in Fiscal Year 2013. In order for organizations whose missions include these target populations and align with these services to anticipate their workloads in order to respond, we are posting the following information. This posting does not guarantee that all solicitations will be issued. Typically, the procurement process takes 90 days from issuance of the RFP to contract execution, unless noted below.

FOUR SERVICES FOR WHICH CONTRACTORS ARE SOUGHT:
Evening Reporting Center
Procurement Approach: Request for Proposals
Intent: To serve youth assigned to the program by the juvenile court as an alternative to secure detention with a structured learning environment focusing on education, positive skill building and treatment.
Target Population: Montgomery County youth ages 14-17 who have committed a non-violent offense
Eligible Applicants: Nonprofit, community-based organizations
Funding Source: Start-up: Governor's Office for Children. Operating: Department of Juvenile Services
Linking Youth with Diversions / Supporting Families of Middle School Children in Need of Supervision
Procurement Approach: Request for Proposals
Intent: 1) To mitigate potential barriers for families who have received a letter from the Montgomery County Police Family Crimes Division explaining options for their youth's potential participation in a diversion program. 2) To divert CINS youth from formal DJS involvement by developing a comprehensive family-focused assessment and service plan for the youth for whom a CINS complaint has been made.
Target Populations: 1) Youth who have received a citation or charges from the Montgomery County Police Department that are eligible for diversion and/or 2) public school students in certain middle schools who have been identified as being chronically absent or truant; beyond the control of the adult(s) who has custody; or having committed an offense applicable only to a minor (sometimes referred to as Children in Need of Supervision).
Eligible Applicants: Nonprofit, community based organizations
Funding Source: Children's Cabinet Interagency Fund via Governor's Office for Children
Conservation Corps
Procurement Approach: Request for Proposals
Intent: To provide disconnected youth with an opportunity to receive job readiness training, work-setting experience, academic instruction for high school completion, life skills training, career guidance, and linking with basic needs and social supports.
Target Population: Montgomery County youth ages 16 through 21 who have dropped out of school and are not currently working.
Eligible Applicants: Nonprofit community-based organizations; K-12 public school system; higher education; for-profit organizations. Partnerships are strongly encouraged.
Funding Source: Montgomery County government
Note: Applicants will be given 6 weeks to develop and submit a proposal, rather than the usual four weeks.
Excel Beyond the Bell
Procurement Approach: Open Solicitation (A briefer proposal is submitted that creates a pool of eligible applicants from which contracts will be negotiated, based on the identified needs at the schools). The turnaround time will likely be shorter than the usual four weeks.
Intent: To deliver one or more of a variety of academic enrichment, arts, life skills and leadership development programs to middle school students at certain schools.
Target Population: Especially low income, culturally diverse students who need further opportunities to develop academic and social-emotional success and who attend the following middle schools: Neelsville and/or Forest Oak.
Eligible Applicants: Nonprofit organizations and for-profit businesses
Funding Source: Various public and private funders
